Depends what you mean...

fltk is only C++, but calling C code from C++ is trivial, and calling C++ code 
from C is possible (though a bit more tricky of course) so if you are happy 
writing the gui in C++ with the body of the code in C then fltk is fine; I've 
done this a few times to wrap gui's around exisitng tools and it is good.

If you want a pure C gui toolkit, then, as others have posted, there are a few 
good options out there (though I still prefer fltk myself!)
