Hmm, turns out wikipedia has what looks like a good "global" list.
Here's the 'window management' section which compares
win/osx/kde/gnome/emacs:
http://en.wikipedia.org/wiki/Table_of_keyboard_shortcuts#Window_management
Thing is, I don't think it's exhaustive. For instance, I don't see
Ctrl-Shift-0
anywhere in that document, even though it includes things like
"Accessibility"
and other global contexts.

Looks like STR#2479 is where I accumulated a lot of the info for the
input shortcuts.
In there is a link to an OSX document that (eventually) leads to this
list of OSX
shortcuts straight from Apple's HIG:
http://developer.apple.com/library/mac/#documentation/UserExperience/Conceptual/AppleHIGuidelines/KeyboardShortcuts/KeyboardShortcuts.html#//apple_ref/doc/uid/TP40002725-CHDIGFBH
..and here's the one for windows:
http://support.microsoft.com/kb/126449
..but again, apparently not exhaustive, as Ctrl+Shift+0 seems absent.
