Just for kicks'n'giggles I ported the code to WinXP using the 
QueryPerformanceCounter() API to get timings, and I get...

$ ./qix
New control cost 0.02(ms)
Show window cost 20.73(ms)

ian.macarthur@DESDAF599172 /d/examples/qix-win-times
$ ./qix
New control cost 0.02(ms)
Show window cost 21.61(ms)

ian.macarthur@DESDAF599172 /d/examples/qix-win-times
$ ./qix
New control cost 0.02(ms)
Show window cost 20.53(ms)

ian.macarthur@DESDAF599172 /d/examples/qix-win-times
$ ./qix
New control cost 0.02(ms)
Show window cost 21.23(ms)

$ ./qix
New control cost 0.03(ms)
Show window cost 22.45(ms)


Which is absolutely irrelevant to the OP's question, but is interesting in so 
far as it shows similar times to what David reported for his "good" machine 
under Linux.
So maybe that's about the "right" time for current(ish) hardware...? (Though 
the XP box I'm testing on is not really all that current...!)
