Short answer: you can't I'm afraid.
Long answer: For backwards compatibility with the old Forms Library mechanisms,
fltk's menu items are not true widgets and so do not have many of the
attributes we would like to attach to them (such as tooltips...) It is possible
to work around this but it will not be trivial.
Note that both fltk2 and fltk3 have abandoned most Forms Compatibility and do
use "real" widgets for the menu items, so in those cases it should be feasible
to attach tooltips to menu items just as for any other widget...
