I took a closer look at this and what I find is that when I move the 
weather portal up slowly across the calendar the calendar does suddenly 
move down opening up a space (it's a little hard to see as the space is 
nearly totally covered by the dragged portlet avatar) but then just 
moving the weather portlet up a tiny bit higher and the calendar portlet 
jumps back up again. This repeats rapidly as you continue to drag the 
weather portlet up - this may in fact be part of the flashing bug you 
refer to.
