Where should they appear - on all pages or only on some? They can
be customized further.
Personally, I think the consistency of having them on every page is
best. Maybe not the home page itself, but anything that you had to
click on to get to... Even though it may only be one link deep, it's
still useful to know it's only one link deep :-)

One additional comment about font size--as an organization promoting
accessibility, I think it's pretty important that our website is
readable at first glance--*almost* more important than keeping the
icons above the fold. But hopefully we can figure out a way to
accomplish both goals.
We could also consider adding a text sizer to the site...I couldn't
find a great example of it right away, but the CA DVM has a
rudimentary version: http://dmv.ca.gov/.
