I got an email from Jen Bourey about this issue off-list. Here's what
she said:
I just noticed that you'll need to add the /ResourceServingWebapp
path to your mod_jk settings (or whatever you're using for such
things). It looks like that context is currently unavailable.
Until that's added, none of the javascript will be available.

This should be a pretty straightforward configuration change on our
build server. I'm hoping Simon Wang might have a few minutes to lend a
hand with this, otherwise hopefully someone else in the community can
make a few tweaks to our Apache setup for us.
