Maybe, but 1...8 is also ambiguous..

I actually think referring to the item indexes is simpler:

"Page 4 (Items 31 to 40)"

This is something Erin and I have been chatting about as well. "To" would be 
great if the content is alphabetical, but isn't there potential ambiguity in 
the case where we're dealing with numeric content? e.g., "1 to 8" would be read 
out as "one two eight"

Either day, I agree that it'd be an improvement over the dash/hyphen, which 
isn't read out at all.
