I definitely agree that we should have welcoming space listing component ideas,
where visitors can
a) add ideas/requests
b) choose from the ideas and start developing
This page could go somewhere in the Dev. Guide section.
Currently, we do have some poorly-advertized spaces on the wiki for new
component ideas:
1) The bottom of the Components page:

2) The Potential Component matrix, which has some child pages with more details
