hey Colin and all,

So FLUID-4061 ended up being a flag that the scrolling table is still in need 
of some polishing - absolutely positioned stuff inside the table isn't 
scrolling correctly because the scrollable isn't positioned relatively. More 
details in the issue. But the consensus with this crunch to freeze is that we 
should play it safe, save the scrollable table feature for 1.4, and revert back 
to the not as awesome, but functional mark-up for uploader.

Colin, I had trouble getting the scrollTo stuff to work again... I think the 
IOC changes in FileQueuView.js aren't quite right. Help?
