Colin and Jess, I've pushed a draft of the new Release Notes and README file to
a branch in my github repository:

I'd appreciate feedback on the split, the content, etc. This isn't a pull
request yet, just a "review request."
I'm also curious what people think about using MarkDown for the README. Github
supports it:
