github now supports a contributing guideline file in a repo. This means that if 
one is provided it will be linked to on pull requests, thereby informing a 
contributor of the guidelines to follow. I think we should add one of these to 
all of our repos.

Things to think about would be:


  *   Should the document live entirely in the repo or link to appropriate 
resources on the wiki?
  *   Will all of our repos have the same contributor guidelines? Will there be 
differences between Infusion and our other repos?
  *   Should the document be included in builds of Infusion?
