Hi Johnny, I don't often use Google+ but would be curious to know what they are changing and why too.
In terms of UIO or more generally the preferences framework, it is my understanding that the simplify option is meant to reduce the cognitive load and distractions. This is achieved by removing the extra elements and focusing on the main content. In the recent designs you can see that it isn't exactly a single column presentation. Rather it is a focused view of the main content with the navigation elements moved to a table of contents; which would also handle site navigation. That being said, a cleaner interface would likely be easier to navigate for ATs as well. You can try an early prototype of this functionality in our exploration tool demo. You could also look at things like readability and Safari's Reader feature which is available on Mac OS and iOS.
