oh i figured this out. the user-agent menu is only broken if you have installed Gears. Gears inserts another menu item in the app menu which breaks the menu item ordering and thus breaks the ua menu. I can make the menu ordering code more robust in the next release so this won't happen. look for this in 0.9.3.1 todd
