Ah, that's where I was confused. I expected the intial app to open up
in a new instance of my default Chrome Browser, but maybe stripped of
the extras.

Now, I understand that the Fluid app will initially look like Safari.
The default browser option means *subsequent clicks*, not the initial
opening of the fluid app.
