I've approved the report.

The web site after graduation would be at flume.apache.org. The web site now 
should be at incubator.apache.org/wiki.  I'd be happy if that did nothing but 
redirect to the wiki. I just don't think it is good to have it be a 404 since 
it is linked to from several places.
