I would suggest you get started by reading 
http://www.apache.org/foundation/how-it-works.html and then follow that up with 
http://jakarta.apache.org/site/contributing.html. Although the second link is 
quite old and was written for a different project, it is just as applicable 
today as it was then.  For Flume specific information you should then look at 
https://cwiki.apache.org/confluence/display/FLUME/How+to+Contribute.  If you 
look at the steps involved in "Contributing Changes" you will see that you 
don't have to be a committer on the project to contribute.  In fact, in Flume 
the process committers follow is virtually the same as for those without commit 
access.
