It is likely that your IDE has generated project metadata files in the project directories that the RAT plugin is picking up. The way to fix it would be to look at the rat.txt under the target directory for the failing module and see which file is called out with a leading !????? marker. Removing this file from that location would fix the problem.
Alternatively, you could run with command line argument "-Drat.numUnapprovedLicenses=100" to make sure that the build continues even if there are say 100 files which fail RAT check.
