ITIL says (Service Operation module)...

"An Alert is a warning that a threshold has been reached, a change has occured, 
or a failure has occured.  Alerts are mainly created and managed by System 
Management tools and Event Management processes."

If it's deliberately NOT doing failures, then we shouldn't be calling it an 
"alert".
