I have come across such problems and have fixed them in several different ways.
You have not mentioned if only certain objects are crowded in one place or the entire contents of the dgn file.
You can check to see if you are applying any projection system. If you are using Lat/Long and the seed file working units do not match, you are bound to get this kind of graphics.
If the projection system is right, check the seed file.

Hi fellows,
sorry that I have to ask so much but I assure whatever I finally ask all of
you I have tried to solve by myself for hours or days...
Now this is something for those of you with experience in writing
Microstation designfiles.
The problem is this:
I open my designfile created by FME and fit the view to the maximum bounding
box.
And my objects will be a tiny little knot somewhere near the upper window
frame.
So FME must have produced something like a junk object near the origin.
Now: This happens only (!!!) when I build multi-text elements.
So it's not a problem of the global origin of the seedfile but has to to
with my textnodes.
Doesnt' happen when I just make normal textstrings.
Does anyone of you with experience in microstation destinations know how to
solve this problem?
