Yes, Microstation VBA would require that you have a licensed copy of 
the latest Microstation V8 version installed on the machine. Due to 
the quantity of files involved, the code would need to be written in 
Microstation, with special consideration given to the quantity of 
files, and not called from .NET as you would like. The performance 
would be horrible. In addition, since your files are currently in V7 
format (per our previous discussion), this would add a whole nother 
layer of complexity that I do not recommend.
