Thanks to Jason Birch and Dale Lutz, the solution turned out to be fairly 
trivial.
For each layer, I set the autocad_layer attribute to the desired name
and did a fanout based on autocad_layer. The DWG writer then
produced only the layers with data.

Are you using Workbench?

Would it be feasible for you to rework your workspace to use a feature
fanout on the output datasource for defining the layers?  I am pretty
sure that if you do it this way FME only creates layers for the elements
that actually make it through to the end of the process.

I have an odd problem with the DWG writer.

First some background. I have 14 layers of survey data.
Most of the layers are sparse datasets (nature of the survey).
My users have the ability to select any area of interest (AOI) for
output to the DWG writer.

The problem - When the AOI does not include any data from a layer, the
DWG writer still produces the layer as empty, i.e. the layer is defined
but there is no data in the layer.

The question - is there anyway to stop the DWG writer from outputting
these empty layers?
