I tried this with build 1636 and didn't have this problem at all. In fact I got 
a message stating...

Reproject: Using datum conversion type `SevenParmInv'

...which seems to me to indicate the datum has been recognised properly.

My suggestions would be...

1) I've attached the coordsysdef I created. Try this one.
2) Upgrade your FME build to the latest beta and see if that helps. BTW What 
build are you using?

Besides this you don't need to put an entry into coordsys.db - FME should pick 
up everything in mycoordsysdefs automatically.

Hope this helps. I don't know why 7Param datums have a bwscale defined - but 
the help system is quite clear - this parameter is 'used by BURSA only'.
