I would suggest a combination of the first 2 options. Prepare the data
in standard block sizes and then build a clever FME solution around it
that, when somebody wants a specific area, selects only the blocks
covering that area and runs them through an FME workbench that stitches
them together to seamless tiles. This way, you can prevent having to
process too much data and you can quickly offer "standard" datasets. If
you want, I can send you a sample of a similar process.
I don't know what the situation in Denmark is in terms of large-scale
base maps, but ideally the DEM blocks would correspond in some way to
the map sheets.
