Hello Pong,
I think I see what you are saying - for example an element in a cell is
rotated 10 degrees and the cell itself is rotated 45 degrees. When you
explode the cell the element has a rotation of 45 degrees (should be 10
or maybe 55?).

If you have an example cell library and dgn file can you send it to us
at [EMAIL PROTECTED] and if we can confirm the issue we'll file a problem
report and get it fixed.

  I tried difference parameters on my workbench. If no cell exploded,
those elements included by cell cannot be show/convert. I need to drop
all the cells for getting those elements. But elements' rotation lost
after conversion because of cell's rotation overrided them.

  I am converting from DGN to ESRI Shapefiles. When I using MicroStation
to drop all the cells. FME can convert perfectly.
