I think the problems may start in the lines above (87-88)...
 
Started SQL cache prefetch for table 'SYMB' with SQL statement 'SELECT * FROM SYMB WHERE SYMB.MAPID = (SELECT MSLINK FROM MAPS WHERE MAPS.MAPNAME LIKE 'XTB2.dgn')'.
Finished SQL cache prefetch for table 'SYMB', which added 0 rows to the cache.
 
In other words either XTB2.dgn doesn't appear in the MAPS table or there are no records in the table SYMB that belong to elements in the XTB2.dgn file.
You should check you database tables to confirm (or not) this problem.
 

BTW You probably won't find the @relate parts in the FMW file because they are elsewhere - I imagine that we read the DGN file as normal and then process it through a pipeline file to turn it into a GeoGraphics project. Had a browse and couldn't find where though - but I don't think it ought to be a problem.
