Captured from the support team reply: Normally fills in AutoCAD polygons are a separate entity called a hatch, that FME cannot write, but there is a recently added entity called an Mpolygon which allows a filled polygon as single entity. Unfortunately FME does not yet support Mpolygons, but if you have access to Autodesk Map, there is a way to use both programs to create them.
Translate the E00 file to Shape using FME. Start Autodesk Map and choose Import. Pick the shape files to import. Make sure that the option polygons as closed polylines is NOT checked.
