Uh...no.  The toolbar is in GeoMedia.  I am making an SDE connection
from within GeoMedia.   On this GeoMedia toolbar is a "check-out"
button.  When I hit that it creates a version in ArcMap.  Here is the
link to the documentation on this extension.

FME ArcSDE Editing for GeoMedia enables GeoMedia users to access and
edit data that resides in an ArcSDE environment. Organizations with
GeoMedia clients and ArcSDE databases can allow users, including mobile
users and those from other departments, to edit data while keeping the
integrity and currency of the data intact through synchronization
updates. FME ArcSDE Editing for GeoMedia is available in FME Intergraph
Suite and above.

It lets me create the version then throws the previous screen capture
error message at me.

I think you are referring to the extension for ArcGIS rather than
Geomedia.  Your reference to SDE suggests you are using ArcSDE, GeoMedia
offers an integrated spatial data engine unlike ArcGIS (which requires
ArcSDE to "spatialise" database.
