What if you are fairly new to FME?
Welcome to the land of FME:-)
There is a big community out there to help you out.
You can write the attributes into MSAccess/Oracle etc. by using a JOINER in FME while writing the graphics into MSTN from MapInfo.
The same applies to DGN+Oracle to MapInfo.
There are examples to help you out.
But this one is from SHP to DGN (nevermind you can still look at it to get the idea)!

If you still have problem, let me know if will get the mapping file done for you.
