Problem solved. It wasn't the offsetter that was failing, it the conversion to dgn. So instead of offsetting the points as I convert the shapefile to Microstation Design file, I did it in two steps. a workbench file to offset the shapefile points to a new shapefile and a second workbench file to convert the original shapefile and the offset shapefile to dgn. I don't why it couldn't be done in one workbench. But at least offsetter is working the way I understood it to.
