There's several options:
- In Workbench: Tools -> Edit Header, will allow you to edit the 
workbench header.
- You may be able to use the SQLExecutor and/or OracleQuerier (although 
this may not fit into what you're trying to do, as it's part of the 
workbench process itself)
- I seem to recall the Oracle readers to have an option to send a SQL 
statement to the database before data is read. This is a setting in the 
Reader itself. I don't have access to FME for Oracle at the moment, so I 
can't check this.
