How I can split the polyline by using the point in FME? I want to segment the river followed by water quality station?

Yes, that should be possible.
IIRC, FME doesn't support KMZ, but it does support KML. So either save
your data as KML using Google Earth (Plus or Pro), or rename the .kmz
file to .zip and unzip it.
Open the KML in FME. If you do this in Workbench, you'll see it gets
split up into several input feature types. You'll want to use the
Placemarks in this case.
