FME doesn't offer any options for manual editing. However, there's a lot 
you can do with the standard FME tools. Have you tried an 
AnchoredSnapper on the curves? If you can post a file here (or email me 
privately), I'd be happy to take a look and see what can be done.

On a side note, you don't need ArcGIS to manually fix this, Manifold 
($245, http://www.manifold.net) does the job just fine.
