Hi Shelley,
I don't see why you shouldn't be able to use igds_justification - what
is the problem? You should be able to expose it and set with a
constant or just create and set it with an AttributeCreator.

This page on fmepedia shows which values give which justification for
different formats: http://www.fmepedia.com/index.php/Justification

For DGN centre-centre use a justification value of 7.
