Here's a guess: It's possible that you have multiple versions of FME on your computer. It's even possible that there's one there without your knowledge if you have other GIS packages that have bundled FME.
You can check this be going to the command prompt and typing fme.exe. This will output a screen showing the version, etc. Check this information against the help->about dialog in Workbench. Alternately, try running the same command line but specifying the full path to FME. As a long shot, you may also want to check your environment for FME-related variables, like FME_HOME, set to the wrong location. I haven't seen this for a long time; these EVs are not necessary with the current version.
