Hi Darren,
I think in this case the answer is no, FME does not support this
format. Because it's a binary format I doubt it would help to read it
with the text line reader, and a specific reader plugin would be required.

Anyway, I see that the specification is open and there may be a number
of users who would benefit, so I'll suggest we add this format. I know
this doesn't help much in the short term but check back in the future
and you may find this supported.

In the meantime, if you are a programmer, you could use the FME plugin
SDK to read the data - see
http://www.safe.com/products/developer-tools/plugin-sdk/index.php
