Hi Paul, Not at the moment, but very soon... We've implemented a rich geometry model to handle this sort of situation, and now we're updating our reader, writers and transformers to take advantage of this.
Both of these formats will support rich geometry in FME 2007. MicroStation has already been implemented, and Oracle is in progress so you may find that an early 2007 beta will do this translation for you.
