Hi Penny,
Like many FME tasks you need to use a combination of 2 transformers.

Start with a Tester. You can define multiple tests per Tester.
Set a first test as Road = Locality1 and a second test as Road =
Locality2. Then change the top setting from "All Tests Must Pass"
(equivalent to AND) to "One Test Must Pass" (equivalent to OR).

Then route the PASSED output port into an Aggregator.
