Hi, You could create a list by splitting the attribute at every space character, then make all elements of the list "Title case" and reconcatenate the list ...Otherwise try the latest fme beta, it has an option "Full Title Case" which does exactly what you want.

I have been looking at the CaseChanger and it is fairly basic. It 
gives lowercase, UPPERCASE and Title case changing. Is there anyway to 
change the case to Proper Case, where the start of every word in an 
attribute is Uppercase.

e.g. 

fareham and portsmouth would become Fareham And Portsmouth
