If you use the FME Universal Translator (instead of Workbench) there
is a CAT file reader. I think it may be limited to certain structures,
each of which has a mapping file - but it may be helpful (I stress the
word "may") to check it out and look into the mapping files.

Otherwise, yes use the Text line reader is my suggestion, then
SubstringExtractor to pull out the various fields.
