Hi, Quick answer - try FME2007. It's great you are going Shape to Shape since both the Shape reader and writer in 2007 have encoding settings that you can use to tell FME what encoding the data is/should be. If you don't do that I think it defaults to UTF8 which is perhaps not what you have here. I'm not an internationalization expert (by a long way) but I hope this will go a long way to sorting the problem without having to switch your PC to a different locale.
In FME2007 the Viewer should also correctly display the attribute data without having to make any other changes.
