Ron,

I don't know NAVD88 but I suspect this is a vertical datum ("VD", see 
the reply of Paul earlier). The point is, FME does not support vertical 
transformation as far as I know. The Reprojector only transforms 2 
dimensions. Therefore there is no need to define the vertical datum. If 
you need to transform the VD (as is usual when you get raw LIDAR data 
since those usually are provided in WGS-84 / UTM with ellipsoidal 
heights, thus you will have to transform them to your working height 
system; but that is rarely the case when you get finally processed 
LIDAR data, e.g. grid data) then you would have to use different 
software. The 3D case is not that commonly used, thus most GIS software 
does not support it.

If the VD you need to use is different from the VD the LIDAR data are 
provided in and you want to transform it you will also have to use 
different software. We use - beside other software - SKI Pro (C) from 
Leica Geosystems for that purpose.
