Hello Simon,

I tried changing the parameters to PASS AGAINST ONE BASE but I still
cannot get the features to pass.  The whole spatialfilter process seems
a little confusing to me...that in order to get polygons output I need
to have my points at the BASE and the polygons as the CANDIDATES.  I
have tested it in reverse with the points as the candidates and polygons
as base, but then the output complains that it wants a point feature and
not polygon.

Anyway, assuming that the points are the base and that the candidate
polygons completely lay over the points, it would seem that boolean
operations that should work include CONTAINS_OR_COVERS_OR_EQUAL.  But
using your suggestion below outputs no passed features.  I would be glad
to email you my workspace file and the two shapefiles if you'd like to
see the quandary firsthand.  Thanks for your help and ideas.  I
appreciate it.
