Well, the problem is the datum definition. The definitions you find 
in the definition file are usually provided by some national 
ressources and are mostly general parameters that fit over large 
areas (say, country wide). Not very well, but reasonably well as long 
as you work at small scales.

You will probably have to contact your data provider which datum 
definition they use. That definition can be entered in the file 
Program files\FME\Reproject\MyCoordSysDefs.fme or where ever you 
installed FME, as a new DATUM_DEF entry. The datum definition is the 
transformation from WGS-84 (which is always the base) to any other 
spheroid and takes into account the size of the spheroid as well as 
the particular position and rotation. Please follow the descriptions. 
And be careful when entering: The units of the provided values may be 
different than FME assumes, and frequently you will have to introduce 
the three angles with different signs than provided. But, as 
mentioned, when the datum definitions provided do not suffice well 
enough you will have to get (or calculate, if you have the 
possibility) better ones.
