Hi Randy,
Yes, if you are using FME2007 there is a setting on the CSV writer to
choose which encoding to use. Look for it in the navigation pane.

The 2007 FME Viewer will also automatically show all characters in
their proper form, provided you have a font with the right glyphs
installed, and as long as the relevant reader understands character
encodings.

I'm not sure what happened to the encoding transformer. I'll quiz Dale
on that and file an enhancement request if we think it's still worth
doing (it might be that we just added the functionality to readers and
writers instead).
