Hi Mark, It turns out that the seed files to refer to two different Microstation versions.
If I use C:\Program Files\FME\design\seed2d_ft.dgn, then I get the desired Result 1. If I use C:\Program Files\FME\design\seed2d_ft_v8.dgn I get the undesired Result 2.
