I have a Data Interoperability extension within ArcGIS and I believe 
the engine is being used is FME and so I am poting my question here.
Also I have seen similar questions but I can't really follow the links 
and simulate the situation.

I am trying to have converion between Microstation dgn and shape file 
back and forth. 

My initial problem is to get the dgn cells into this conversion. I can 
manage to import dgn cells as point feature with the attribute of cell 
name but then not being able to export the same shape into dgn and have 
the cell placed in the location. at the moment I only get a point (line 
with two same end). 
wondering why in the settings for the export, you can specify a cell 
library and it is not being used?
