It's the "Create at End" setting (within the transformer settings). If
set to no then it should get created first, if set to yes then the
source datasets will be read first.

It can also make a difference in which order you draw connections.
Normally this isn't an issue - the uppermost data source is read first
- but when you are using Creators then it can have an effect.
