It sounds like you have a structural problem here. There should
not be separate layouts per project. The layouts should be
standardized and then you just have to select the project records to
view.
Getting to your question, you can create a value list of projects
from values in the projects field. Se layout options. Then you
can have a global field to display the desired project, selected from
the value list. Then you can have a GO button that is scripted
to take you to the proper layout.
Also, you can use a "go to related record" to just show
that project in conjunction with going to the applicable layout.

I have a database of about 400 contacts. there is a layout where i do all my tracking for each project. say there are 20 different tracking layouts for each project. on each layout i have made buttons that when you click, it takes you do the different layout page for that individual project.
what is becomming a royal pain is as i get more projects, maintain these buttons take up a boatload of time. does filemaker have a feature like dreamweaver or any other html editor where you can build a jump or list menu? meaning, you could have a drop down menu where you can click on a name and it will take you to the layout specified?
does that make sense?
