        No point in reinventing the wheel, check out the LEAF (linux embedded
appliance firewall) group of distributions... In particular Charles
Steinkuehlers Dachstein-CD. It is an extremely minimal 2.2 kernel based
system, that is written (after altering the necessary configuration
files) to a bootable CD. I believe it also has the ability to read the
config files off a floppy, but you'd have to investigate that. I used an
early floppy based LEAF distribution with great success, but I had to
switch to a full distribution to get iptables. There are 2.4 kernel
based LEAF distros in the works, but nothing as stable and polished as
the 2.2 based LEAF distros.
        I think LEAF would be a good start for your ideas. Good luck!
